Request for Proposals: Community-Based & Nonprofit Organizations FY26 Pilot
Central Pines Regional Council (CPRC) requests application proposals for fiscal year 2026 (FY26) under its Community-Based and Nonprofit Organizations Pilot program. This pilot program is an initiative within CPRC’s transportation demand management (TDM) grant program named Triangle Transportation Choices.
The Triangle Transportation Choices Program, established in 2007, is a transportation demand management (TDM) grant program administered by CPRC staff that provides funding for traditional (established) local and regional TDM programs, innovative projects, and community-based initiatives to encourage Triangle residents and commuters to use alternative transportation modes, including, but not limited to carpooling, vanpooling, transit, biking, walking, teleworking, flexible work hours, and compressed workweeks.
This Community-Based and Nonprofit Organizations Pilot requests applications from North Carolina-based grassroots-level nonprofits/community-based organizations working with low-income, underserved, marginalized, and/or minority communities to promote safe and affordable access of their communities to alternative commute options in the grant-eligible geographic areas.

Request for Letters of Interest (RFLOI): US 70 Phase II Analysis and EDTE
The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) is seeking letters of intent for the US 70 Phase II Analysis and EDTE. This analysis and Express Design Traffic Evaluation (EDTE) will analyze and refine an alternative for the US 70 corridor between the I-885 interchange and the Durham/Wake County line. The analysis and EDTE will refine the Phase I alternatives into a single alternative with input from a stakeholder workshop, for further technical evaluation including cost estimation, travel time savings, and metrics according to DCHC’s adopted 2050 Metropolitan Transportation Plan (MTP) goals and objectives.

The Study will prioritize corridors connecting to regional destinations including Durham County, Chatham County, and Alamance County, a stated priority of all regional stakeholders.

CLOSED Request for Qualifications: Safe Streets and Roads for All (SS4A) Safety Action Plans
Central Pines Regional Council invites qualified consulting firms or persons to submit Statements of Qualifications, Interest, and Experience for expertise in Transportation Safety Planning. The purpose of the Consultant is to work with a project stakeholder group composed of representatives from the Town of Morrisville, Town of Broadway, City of Sanford, Lee County, and Central Pines Regional Council (CPRC), as well as other jurisdictions and agencies engaged in safety planning in the above mentioned communities, to develop Safety Action Plans. These Action Plans will identify actionable strategies to both improve roadway safety as well as eliminate, or significantly reduce, roadway fatalities and injuries in these jurisdictions. The development of these Action Plans is to be informed by a robust community engagement of relevant public and private stakeholders, as well as available safety data that identifies geographical locations with a high safety risk.
Two Safety Action Plans will be prepared, one for the Town of Morrisville, and another for Broadway, Sanford, and Lee County combined. It is our intention that these plans would then serve as templates for other communities in the region who wish to develop similar plans in the future, with the Morrisville Safety Action Plan serving as a template for other urban/suburban communities and the Sanford/Broadway/Lee County Safety Action Plan serving as a template for other rural communities in the Central Pines region.
In addition to the work outlined in this RFQ for a consultant to perform. CPRC will separately be performing work in-house to develop a safety data dashboard for the region, and a template/guide for other communities in the region that may wish to develop Safety Action Plans. The consultant will incorporate insights derived from the CPRC-developed dashboard into the Safety Action Plans as appropriate.

CLOSED Request for Proposals: Durham County Senior Housing Repair Program
Central Pines Regional Council (CPRC) is requesting services from a qualified housing rehabilitation firm to support the preservation of housing for income-verified seniors in Durham County, NC. Durham County is investing funds to help seniors maintain their health and housing as they age in place and maintain the County's housing stock. Durham County has selected CPRC to administer and implement a minor home repair program for senior citizens in Durham County, 60 years of age or older who are at or below 80% of the County's AMI.
The selected firm will facilitate a minor rehab program that will perform assessments, provide accurate cost estimates, and complete repairs OR competitively bid out the identified scope of work to qualified contractors/subcontractors. The firm will assess Durham County homes to determine the repairs and modifications needed to ensure that the property will be safe and accessible for eligible residents. The assessments will prioritize the repair or modification of those conditions that pose an imminent threat to life, safety, or accessibility with a maximum budget of $15,000 per home.
A firm will be selected through this RFP process based on their proposal, interview (if deemed necessary), and qualifications/experience. Funding for this project is made available through American Rescue Plan Act (ARPA) dollars, issued by Durham County - experience working with federally funded projects will be taken into consideration when scoring.

The development of this trail will create 26-miles of bicycle and pedestrian connections linking the City of Roxboro in rural Person County, several unincorporated communities within Durham County, and the northern portion of the City of Durham’s urban core.

The Clean Water Education Partnership (CWEP) is a cooperative effort between local governments to protect North Carolina's waterways from stormwater pollution through public education and outreach about stormwater pollution impacts and solutions. CWEP is administered by Central Pines Regional Council (CPRC) and is governed by a Steering Committee of representatives from each of the 42 local government partners. This year's FY24 Vehicle Maintenance outreach campaign purpose will be to educate the public on how they can take actions to decrease vehicle maintenance pollution in stormwater runoff.
There are 4 different RFPs available: 1) Radio Advertising, 2) TV Streaming Advertising, 3) Social Media Digital Advertising, and 4) Spanish Advertising. Applicants may submit proposals for one or multiple RFPs.

CLOSED Request for Qualifications: Intelligent Transportation Systems Consultant
Central Pines Regional Council invites qualified consulting firms or persons to submit Statements of Qualifications, Interest, and Experience for expertise in Intelligent Transportation Systems (ITS). The purpose of the Consultant is to work with a project stakeholder group comprised of representatives from the Capital Area Metropolitan Planning Organization (CAMPO), Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO), North Carolina Department of Transportation (NCDOT), and various local governments that are currently working to determine a better and more meaningful approach to ITS in the Triangle region of North Carolina. The Consultant will work with these stakeholders to assist in implementation of the region's ITS plans by providing technical assistance and facilitating discussions and activities of the stakeholder group and member agencies, resulting in meaningful and productive plans and project implementation in service to a regional vision.

Central Pines Regional Council (CPRC) is requesting services from a qualified design team to support the rehabilitation of a historic church in Southern Pines, North Carolina – the Trinity AME Zion Church. CPRC is seeking a person/firm that meets the professional qualifications referenced in 36 CFR 61 for design services to produce schematic drawings, design development drawings and outline specifications, construction drawings and specifications, and to provide bid services and construction administration. A Contractor will be selected through this RFQ process based on their proposal, potential interview, and qualifications/experience. Funding for this project is made available through a grant award issued by the National Park Services under the African American Civil Rights grant program. CPRC does not own the resource but is the fiscal agent and program manager of the grant award.

This Request for Proposal (hereinafter RFP) is being issued by CPRC to execute stakeholder outreach and engagement for the CPRG planning grant in support of the development of two climate plans, the first completed climate plan is due to EPA at the end of February 2024 and the second completed plan is due to EPA July 2025. CPRC seeks proposals from qualified consulting firms (Consultant) based out of North Carolina to develop a stakeholder engagement strategy and associated implementation materials for stakeholders in Metropolitan statistical areas (MSA) of Raleigh-Cary and Durham-Chapel Hill for two Climate Action Plans- Priority Climate Action Plan (PCAP) and Comprehensive Climate Action Plan (CCAP). Deliverables will include materials development, workshop delivery, and extensive community-based organization support for conducting equitable engagement, with an emphasis on effective engagement of low-income and disadvantaged communities.

CLOSED Request for Proposals: Community Based Organization (CBO) Outreach & Engagement Funding Climate Pollution Reduction Grant
Central Pines Regional Council (CPRC) is requesting proposals to subaward grants to
community-based organizations (CBO’s) that serve communities in Orange, Durham, Wake, Chatham, Person, Franklin, Granville, and Johnston Counties under an Environmental Protection Agency (EPA)-funded Climate Pollution Reduction Grant (CPRG) for Metropolitan Area Planning. We are looking for CBOs that not only have strong relationships with the people in the geographic area(s) they serve, but also have staff representative of the community they serve, including being led by people of color and who use multilingual communication.
Completed applications must be submitted via email to Emily Barrett and Shuchi Gupta ebarrett@centralpinesnc.gov and sgupta@centralpinesnc.gov by 5:00 p.m. EST on October 13th, 2023.
