Member Support & Strategy
Helping local governments tackle complex challenges with practical expertise, shared resources and regional support.

Program Details
Local governments are being asked to respond to changing regulations, workforce challenges, new funding opportunities and increasingly complex community needs, often without adding staff or specialized expertise.
Central Pines works as an extension of our member governments, providing practical assistance where additional capacity can make a difference. That may mean helping a community pursue funding, work through an operational challenge, analyze an issue, convene partners or add short-term expertise to move a project forward.
Our role is flexible by design: understand the need, bring the right people and resources to the table, and help members turn priorities into action.

Program Services & Information
Add Capacity. Move Work Forward.
Bring in the expertise, staff capacity and funding support needed to solve immediate challenges and turn local priorities into action.

Technical Assistance & Strategy
Local governments do not always need a new permanent position or a large consulting engagement to move an issue forward. Central Pines can provide targeted expertise and additional capacity to help members work through specific challenges.
Support may begin with a project, an operational issue, a staffing gap or simply a question about where to start. Central Pines helps define the need, connect the appropriate expertise and identify a practical path forward.
How Central Pines Helps
Define the Need
Start with the project, challenge, staffing gap or opportunity your community is working through.
Connect the Right Expertise
Central Pines identifies the staff, service area or regional partner best positioned to help.
Move the Work Forward
Support may include targeted guidance, technical analysis, facilitation, project assistance, direct staffing or longer-term implementation support.
Grant Assistance
Strong projects still need the right funding strategy. Central Pines works with member governments throughout the grant process, helping communities identify opportunities, develop fundable projects, prepare competitive applications and manage awards after funding is secured.
The program provides ongoing capacity rather than requiring communities to start from scratch whenever a new opportunity appears.

Develop Strong Projects
Turn local needs into clearer project concepts, scopes and funding strategies before application deadlines arrive.
Prepare Competitive Applications
Support grant writing, application review, coordination and communication with funding agencies.
Manage Awards
Assist with reporting, administration and other implementation requirements after funding is secured.
Plan Ahead
Monitor future funding cycles and help communities coordinate grant priorities across departments and projects.
Participating communities begin by identifying funding gaps, project opportunities and priorities with Central Pines staff. From there, regular planning conversations and funding updates help communities prepare earlier, coordinate projects across departments and stay ready as new opportunities emerge.
Following the Funding
Central Pines also maintains Following the Funding, an Airtable-based tool that helps track funding opportunities, applications and awards across the region.
NOTE: You will be required to create a free Airtable account to view the dashboard
Make Better Decisions. Work Better Together.
Use regional data, technical analysis and neutral facilitation to understand complex issues, align priorities and move shared work forward.

Data & Decision Support
Good decisions start with clear information. Central Pines helps local governments find, interpret and apply data about population, employment, housing, transportation, land use and other regional trends.
Support can include mapping and GIS services, growth forecasting, targeted research and custom analysis that help communities understand existing conditions, evaluate options and give decision-makers better context.
Central Pines also maintains the Regional Data Center, a public collection of maps, dashboards, applications and data resources for the seven-county region. Members with a more specific question can work directly with Central Pines staff to develop additional analysis or identify the right data source.
Facilitation & Regional Coordination
Complex challenges do not always need another report. Sometimes communities need a productive process for working through an issue, setting priorities and reaching decisions together.
Central Pines provides neutral facilitation for elected officials, staff teams and multi-jurisdictional partners. Support can be tailored to the situation and may include council and budget retreats, leadership retreats, strategic planning and collaborative projects involving multiple governments or organizations. The goal is to create a clear process that keeps people engaged, surfaces different perspectives and helps move the work toward an actionable outcome.
Strengthen the People and Systems Behind Local Government.

Strong communities depend on a strong public workforce. Central Pines helps member governments address recruitment, retention, compensation and workforce-development challenges through direct HR assistance, regional research and shared solutions.
Build Stronger Pathways Into Public Service
Regional workforce research helps local governments understand hard-to-fill roles and connect more people with public-service careers. The Pathways to Government report identifies opportunities to strengthen recruitment and career pathways. Through the Advancing Workforce Mobility initiative, Central Pines is building on that research to help employers recognize skills gained through work experience, military service, community college and other routes.

Connect With Future Employees Through LOGO
The Local Government Career Expo brings regional employers and job seekers together to explore careers in public service. Through conversations with HR professionals and subject-matter experts, attendees can discover opportunities, understand how their existing skills translate and connect with participating employers.
Share Resources. Strengthen HR Decisions.
The Human Resources Consortium brings member governments together to share compensation data, exchange practices and address common recruitment and retention challenges. Participating governments pool resources to support better-informed workforce decisions.
Financial & Administrative Assistance
Strong financial systems are essential to a local government’s ability to deliver services. Central Pines can provide additional financial and administrative capacity when communities need specialized expertise, temporary staffing or help strengthening day-to-day operations.
Support can include bookkeeping and financial operations, budget development, financial policies, grant accounting, capital planning and temporary finance capacity. Central Pines can also help assess existing practices, train staff and build stronger systems for the long term.
Project Example
Town of Micro: Building Stronger Financial Operations
When the Town of Micro needed help catching up on required audits and stabilizing its finances, Central Pines worked alongside town leadership, providing temporary staff capacity, structured budget support and help working through years of financial records. The sustained partnership helped Micro return to stronger financial footing.
